Impact of Climate Change on the Insurance Industry and Home Insurance

What Happens to Homeowners Insurance in a Changing Climate?

Climate change has shaken the insurance industry due to its significant role in increasing the frequency and severity of risk from fire, flood, and heat. In California, from 2015-2021 wildfire insurance losses amounted to $48 billion, far more than in the past, while losses from flooding have soared nationwide.

The result: Homeowners are having more and more difficulty obtaining home insurance for natural disasters (e.g., see Home insurers cut natural disasters from policies over climate risk article in The Washington Post).

Unless addressed, all of this will harm individuals and the economy. We will hear from our speakers on how the insurance industry in California is responding under the current regulatory environment, and what can be done to achieve a functioning insurance system in the future as catastrophic risks from climate change escalate.

Adam Cole, insurance attorney and expert witness on insurance issues, former General Counsel to the California Department of Insurance.


Nancy P. Watkins is a principal and consulting actuary in Milliman’s San Francisco office who leads a consulting practice that specializes in climate resilience, insurtech and catastrophic property risk.
